This map shows the 3 levels of relationships with other states
with respect to Concealed Handgun Licenses (CHLs):

Blue Texas has Reciprocal Agreements with these states (Texas CHL holders can legally carry concealed handguns in these states in accordance with their laws, and residents from these states with Concealed Carry Licenses can legally carry concealed handguns in Texas in accordance with Texas Law)

Yellow These states HONOR the Texas CHL even though Texas does not recognize these states' Concealed Carry License (Texas CHL holders can legally carry concealed handguns in these states in accordance with their laws, but residents of these states CANNOT legally carry concealed handguns in Texas)

Green The State of Texas recognizes these states' Concealed Carry License even though these states DO NOT honor the Texas CHL (Residents from these states with Concealed Carry Licenses can legally carry concealed handguns in Texas in accordance with Texas Law, but Texas CHL holders CANNOT legally carry concealed handguns in these states)

Residents of all states are eligible for a non-resident Texas CHL (they may be licensed to legally carry a concealed handgun while visiting the Great State of Texas and while in those states that honor a non-resident Texas CHL).

PLEASE NOTE:  While all states in white (except Illinois and Wisconsin) and all of the states in green in the above map theoretically issue Concealed Carry Licenses, some are Shall Issue states and others are Discretionary Issue states.   The Shall Issue states are required by law to issue a license unless you are not eligible.   In Discretionary Issue states, you may be required to demonstrate a "need", know the right people, or make "contributions" to the right "cause". Refer to the map below.
